Possible, yes, but probable? No.
Regarding the submissions you might have seen with more faves than votes though: those stats aren't entirely correct. A few years back the voting system was changed so that votes only count once, and so that vote and review votes are the same. Since people had been voting again and again on the same submissions until this point all old votes were purged from the datbaase, and only the votes tied to reviews remained on those submissions. So, those old submissions really had waaaaaay more votes than the numbers show now.
I don't think there's ever been a submission with more favorites than votes.

Btw just to clarify: back in the day you could vote on any submission once a day, and votes were all anonymous, so submissions overall gained very unfair scores overtime, with certain people consistently downvoting (AKA zerobombing) or upvoting them. That's basically why they decided the system had to change, along with how more and more people were confused with how there were two different ratings on submission pages.
I also would like to clarify that I always vote before I vote.

I mean, the flow of content creation and people interacting with it has changed so much and it's obvious on all the platforms. It is possible. It seems to be so much more concentrated in a weird way.
